Coast Guard terminates voyage for boating under the influence of alcohol

NEW YORK – The Coast Guard terminated the voyage of a recreational vessel operator for boating under the influence of alcohol in the Great South Bay, N.Y., Saturday, July 30, 2011.
An underway rescue boat crew from Coast Guard Station Fire Island, N.Y., was waved down by three people in a 22-foot vessel, adrift and out of gas, at approximately 8 p.m.
The Coast Guard boarding officer recognized the three persons as being heavily intoxicated after pulling alongside the vessel. The boarding team conducted field sobriety tests and administrated a chemical breath analyzer test to both the boat operator and his passengers, which they all failed.
The vessel owner was cited for boating under the influence of alcohol. In addition, the boarding team conducted a vessel safety check and cited the vessel owner for failing to equip his vessel with navigational lights, Type IV personal flotation device and for having unserviceable life jackets.
A Suffolk County, N.Y., Police Marine unit, also on scene, took the vessel in tow and moored it at a marina, where the vessel remained over night.
Consumption of alcohol can be especially hazardous on the water. The marine environment – motion, vibration, engine noise, sun, wind and spray – causes additional fatigue that can impair a boat operator’s coordination, judgment and reaction time even further. These impairments increase the likelihood of accidents afloat – for both passengers and boat operators.

At 4 a.m., Coast Guard Sector Columbia River in Warrenton, Ore., received a report that two people were on board when the vessel ran aground and subsequently launched an MH-60 Jayhawk helicopter crew from Air Station Astoria, Ore., and a 47-foot Motor Life Boat crew from Station Gray’s Harbor.
The response crews were called off after the two fisherman were able to make it ashore safely via dinghy.
The Coast Guard and Department of Ecology began working with contractors to have the diesel fuel removed from the vessel, but the vessel’s rapid deterioration resulting from the heavy surf, made that imposible.
The vessel owner was able to recover approximately 100 gallons of diesel; however, approximately 250 gallons of diesel were leaked into the water and have been deemed unrecoverable due to the heavy surf conditions.
The Washington State Parks Department is currently working with the vessel owner to recover the debris on the beach.

Coast Guard rescues 2 from capsized sailing vessel in Green Bay

CLEVELAND – A rescue boatcrew from Coast Guard Station Green Bay, Wis., rescued two people after their sailboat capsized in Green Bay, Saturday evening.
Rescued were a male and female, both wearing life jackets. Their names are not being released.
The communications watchstander at Station Green Bay received a report of a capsized vessel at about 4:10 p.m., CDT, via VHF-FM channel 16. Coast Guardsmen from Station Green Bay immediately launched aboard a 25-foot Response Boat-Small. The boatcrew pulled both individuals from the water and transferred them to a boat from the Green Bay Police Department.
The Green Bay Police Department boatcrew transported both to Station Green Bay where they were met by waiting Emergency Medical Services.
The Coast Guard recommends boaters carry VHF-FM marine radios. A marine band radio is the best way to contact the Coast Guard or marine response agencies if you are in distress on the water. When a mayday is sent out via VHF-FM radio it is a broadcast, not just a one-to-one communication as when made via phone. When mariners ask for help on a marine radio, any nearby boaters can hear the distress call and offer immediate assistance. Channel 16 is the international distress frequency and should be used for emergencies only.
